Aufsichtsbehörden behandeln ihn zunehmend als Geschäftsvoraussetzung statt als Formalie: Der Zulassungsantrag eines Krypto-Dienstleisters unter dem Regelwerk der Europäischen Union für Märkte für Kryptowerte enthält einen solchen Plan, und vergleichbare Erwartungen bestehen im Vereinigten Königreich, in Singapur und anderswo. Der Grund steht quer durch die Geschichte der Zusammenbrüche geschrieben. Kollabierte Firmen scheiterten meist nicht, weil niemand bemerkt hätte, dass sie scheiterten; sie scheiterten unordentlich, weil es kein eingeübtes Verfahren zum Aufhören gab. Auszahlungen wurden also genau dann eingefroren, als der Ermessensspielraum am größten war, und die Abstimmung begann erst, nachdem das Geld schon bewegt worden war. Ein Plan verhindert keine Insolvenz, und das sollte man klar sagen: Er kann es nicht. Er ändert allein, ob ein Ausstieg ausgeführt oder improvisiert wird.
