Definition

Stablecoin issuer authorisation refers to the licensing or registration a company generally needs before it may offer a token that promises redemption at a stable value. Frameworks emerging in several regions share recurring themes: the issuer must be a legal entity with adequate capital, hold reserve assets that back tokens in issue, keep those reserves segregated and independently verified, publish clear redemption rights, and manage the token under supervision. Some regimes distinguish tokens referencing a single official currency from those referencing a basket or other assets, and apply extra requirements to large, widely used tokens. Authorisation reduces certain risks but does not make a stablecoin risk-free, and requirements vary considerably by jurisdiction.
